Abbas provided and coordinated the receiving accounts, including accounts opened with fraudulent identity documents, and moved the proceeds rapidly across jurisdictions to defeat recall. He also ran advance-fee variants, extracting roughly $330,000 from a Qatari businessman seeking a $15 million school loan and then demanding further payments framed as taxes.
